what is the small metal guide before the normal bg guides on my fishing rod?

I assume you’re speaking of a hook keeper and what you’re calling the bg guide is called a butt guide since it’s the guide closes to the butt section of the Fishing Rod.
Hook keeper’s can be a regular Fishing Rod guide or one similar to a Fly Rod guides also called a snake guide.
Fuji has a hook keeper which turns down and away when not in use, see below under source for different styles.

It’s there to store your hook when your not fishing. Another good idea is to wrap the line from your hook around you rod a time or two after you store the hook. This will help to not get rods hung together. Great if your putting your gear in a rod storage. Even in a trunk of a car.
