What is the required age to need a Texas saltwater fishing license?

I’m 17 and i don’t know if its over 17 or under?
Do i need one?

   You do not need a licence/package if you are under the age of 17 years
   Are born Before 1930
   are mentally disabled
   are mentally retarded
